Objective

Improve the way that the Slicer repositories are synced with external tools repositories. The driving problem in this case is the BRAINSTools which exist both within Slicer and within BRAINS3.

Approach, Plan

Examine treating the BRAINTools as a CMake external, or using git and svn to have one canonical repository that is used in multiple source trees.
